About PES University Anti Ragging Committee

PES University gives immense emphasis on maintaining a ragging free campus. The Anti-Ragging Committee is constituted with Dean Student-Affairs as Chairman; Student counselor and nominated Faculty members from each Department as Coordinators. Along with the Coordinators from each Department there is a team of squad members that comprises faculty as well as staff members.

In the PES University, if any student has any grievance in the nature of ragging, including any kind of harassment, the same can be brought to the notice of the Chairman or any of the Committee Members from various departments, for necessary action and redressal.

PESU ARC Composition

Objective of ARC

To prohibit, prevent and eliminate the scourge of ragging including any conduct by any student whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student, or indulging in undisciplined activities by any student.

What constitutes Ragging?

Ragging constitutes one or more of any of the following acts:

  • Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher.
  • Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.
  • Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  • Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
  • Indulging in rowdy or in disciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.
  • Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student.
  • Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person.
  • Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student.
  • Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher.
  • Any act of physical or mental abuse (including bullying and exclusion) targeted at another student (fresher or otherwise) on the ground of color, race, religion, caste, ethnicity, gender (including transgender), sexual orientation, appearance, nationality, regional origins, linguistic identity, place of birth, place of residence or economic background.

Minutes of Anti Ragging Committee(ARC) Meeting

Meeting Code: PESU/ARC/2019-20 -#1:

The Anti Ragging Committee meeting #1 was convened on 10-02-2020 at the Boardroom from 10.30 am to 11.30 am to discuss the following agenda points:

  • Nominating the new Anti-Ragging Committee members and formation of the committee
  • Awareness creation about Anti-Ragging Committee in the PES University campus
  • Circulation of UGC Guidelines on Anti-Ragging in the PES University campus
  • Any report of the Anti-Ragging Committee in the PES University campus.
  • Visit to the hostel, departments, common places, etc.
  • Submission of Anti-Ragging Affidavit by the students
  • Counselor addressing freshers to prevent any physical or mental torture or any disorderly conduct towards any student causing apprehension, dread, humiliation, or agitation in him or her.

The meeting started with the Chairman making a presentation to the committee members on the understanding of the roles and responsibilities of PES University ARC and the departmental ARC coordinators.

Subsequent to the presentation the following agenda points were discussed and deliberated in this ARC meeting.

  • The committee decided to consider newly nominated members from teaching, non-teaching and student communities to the Anti ragging committee in need basis
  • The committee decided to prepare and print posters related to anti ragging with the contact details of the officers for effective communication.
  • The UGC guidelines pertaining to anti ragging decided to circulate to the students and the department. Decided to put anti ragging posters in the department notice board.
  • A schedule for hostel visit, department visit, common place visit at the break time, etc have been prepared and committee members asked to follow the schedule for the visit.
  • Only signed copies of anti-ragging affidavit of the students and parents were collected in the past, but now in pursuance to the Judgment of the Supreme Court order and the UGC notification on “Regulation on curbing the menace of ragging in Higher Educational Institutions”, the online anti ragging undertaking/ affidavit forms are filled in by the students and parents/guardian in the website www.antiragging.in
  • To prevent any physical or mental torture or any disorderly conduct towards any student causing apprehension, dread, humiliation, or agitation in him or her the awareness among the students are created at PES University.

The Anti Ragging Committee meeting #2 was convened on 29-07-2020 at the Boardroom from 10.30 am to 11.30 am to discuss the following agenda points:

  • Action Taken Report of the suggestions made in previous meeting dated: 10-02-2020
  • Creating awareness among students about punishment for Ragging in the PES University campus
  • Action to be taken to curb the ragging in the PES University campus and hostel
  • Circulation of UGC Guidelines on Anti-Ragging in the PES University
  • Any report of the Anti-Ragging Committee in the PES University campus.
  • Student counseling and mentoring
  • Student representative in the Anti Ragging Committee
  • Visit to the hostel, departments, common places, etc.
  • Online anti ragging affidavit submission

The meeting started with the Chairman discussing the action taken as per the suggestions given by the committee members on 10-02-2020. Subsequently the Chairman opened the discussion on the agenda points.

  • Ragging is strictly prohibited in the University campus as per the Government Order. The Anti-Ragging Committee has formulated to monitor such activities in the PES University.
  • Constitution of anti-ragging committee, anti-ragging squad, setting up of Anti-Ragging Cell and adequate publicity for these measures have been taken by the PES University
  • There shall be a student representative in any committee related to Anti-Ragging.
  • Displaying the banners/posters at conspicuous places in the PES University campus to create awareness on anti-ragging measures amongst students.
  • A quarterly review of disciplinary measures and facilities with regards to the hostel shall be undertaken and needs to be communicated to the Government in case required.
  • Notice board to display Anti-Ragging Posters and the punishments/ penalty in case of ragging. Update of the complete address and contact details of nodal officers related to the anti-ragging committee.
  • Installation of CCTV cameras at vital points of PES University and appointed more numbers of security personnel to manage and monitor the students at open places.
  • Students are asked to submit the Online anti ragging affidavit mandatorily and after the online submission it is a mandate for students to submit the downloaded anti ragging affidavit form the website www.antiragging.in to the University admission office.
  • Members expressed that the Anti Ragging Committee should have the representation of the Sub Inspector of Nearest Police Station. Chairman told to identify the member and meet him and take consent to be included in the committee.

The Anti Ragging Committee meeting #3 was convened on 08-12-2020 at the Boardroom from 10.30 am to 11.30 am to discuss the following agenda points:

  • Action Taken Report of the suggestions made in previous meeting dated: 29-07-2020
  • Nominating the new Anti-Ragging Committee members including student members to formation of the committee
  • Visit to the hostel, departments, common places, etc., by the squad members
  • Awareness creation about Anti Ragging and Circulation of UGC Guidelines on Anti-Ragging in the PES University
  • Any report of the Anti-Ragging Committee in the PES University campus.

The meeting started with the Chairman discussing the action taken as per the suggestions given by the committee members on 29-07-2020. Subsequently the Chairman opened the discussion on the agenda points.

  • All faculty and staff members are required to take necessary action to prevent and curb menace of ragging. Any incident of ragging coming to their notice must be reported to the authorities.
  • The UGC guidelines pertaining to anti ragging decided to circulate to the students and the department. Decided to put anti ragging posters in the department notice board.
  • A schedule for hostel visit, department visit, common place visit at the break time, etc have been prepared and committee members asked to follow the schedule for the visit. Decided to visit Girls Hostel by 2 or 3 Women Faculty along with Convener to know the grievances and issue of ragging among students in the Hostel
  • Step by step guide for filling online Anti Ragging Undertaking was asked to circulate among the new students of all programs of PES University. Decided to display the Anti Ragging Helpline Number and Anti Ragging helpline Email ID in the notice board
  • PES University has no report on ragging. In case of noticing the ragging in the campus – the committee members, faculty, hostel warden and staff are required to report the case to the Registrar / Convenor Anti Ragging Committee.

The Anti Ragging Committee meeting #4 was convened on 19-05-2021 at the Boardroom from 10.30 am to 11.30 am to discuss the following agenda points:

  • Action Taken Report of the suggestions made in previous meeting dated: 08-12-2020
  • Monitoring of Ragging activity if any in the PES University campus
  • Schedule for the Visit to the hostel, departments, common places, etc., by the squad members / Anti-Ragging Committee members
  • Creative Dissemination of the idea of ragging-free campus
  • Any report of the Anti-Ragging Committee in the PES University campus.

The meeting started with the Chairman discussing the action taken as per the suggestions given by the committee members on 18-12-2020. Subsequently the Chairman opened the discussion on the agenda points.

  • Regular interaction and counseling with the students to detect early signs of ragging and identification of trouble-triggers.
  • Decided to have a surprise inspection at hostels, students’ accommodation, canteens, rest-cum-recreation rooms, toilets, bus-stands and any other measure which would augur well in preventing/quelling ragging and any uncalled-for behavior/ incident.
  • Events like Anti-Ragging workshops, seminars and other creative avenues to spread the idea.
  • The committee decided to consider newly nominated members from teaching, non-teaching and student communities to the Anti ragging committee
  • The committee decided to check the status of posters related to anti ragging with the contact details in the notice board of the department, hostel, and other places.

The Anti Ragging Committee meeting #6 was convened on 18-05-2022 at the Boardroom from 10.30 am to 11.30 am to discuss the following agenda points:

  • Student counseling and monitoring
  • Squad members / Anti Ragging Committee members visit the hostel, departments, common places, etc.
  • Circulation of UGC Guidelines on Anti-Ragging in the PES University for creating awareness.
  • Any report of the Anti-Ragging Committee in the PES University campus.

The meeting started with the Chairman discussing the action taken as per the suggestions given by the committee members on 25-11-2021. Subsequently the Chairman opened the discussion on the agenda points.

  • The Squad members / Anti Ragging Committee members of PES University regularly monitor the student activity in the campus and the hostel premises. The security personnel are appointed to monitor the student activity in the campus and also the entire PES University campus is in the surveillance of CCTV. The mentor regularly interacts with the students to detect early signs of ragging and identification of trouble-triggers.
  • Decided to have a surprise inspection at hostels, students’ accommodation, canteens, rest-cum-recreation rooms, toilets, bus-stands and any other measure which would augur well in preventing/quelling ragging and any uncalled-for behavior/ incident.
